Just the bare minimum... Enough to be able to hook to the scheduler and copy every so many minutes etc..

I am always trying to get find a program that will copy files even if they are in use. I understand the risks, but sometimes the in use flag is an overkill. Meaning some applications lock a file that is not going to be changed, unless you save it. etc...

As a suggestion, with no reflection on your skills which are apparently very good, just add the pieces to thru a command line interface, maybe using profiles which are pre-saved file {XML? maybe} of settings.
On the windows OS side of things the built-in scheduler is quite extensive, and the time to replace it to that level could be invested elsewhere.
By using the profile or similar passed-in config file you could slowly add feature to the profile of your app over time, instead of adding multiple command options. This way you could start out with some simple defaults, like source, targer folders/file(s) etc... And it would be ready to go with very little testing..
